Madam/Sir,

Sub:- Revival of Association in Karnataka Zone – Election of New Office Bearers – request
for enrolment of members– reg.

As you may be aware two associations were in existence in the Karnataka Central Excise and Customs Zone for the Ministerial Officers. There was a need for a unified strong association to represent the entire Ministerial cadre, which would be able to fight for its legitimate benefits and also represent to the department on various issues affecting the ministerial cadre. Therefore the members of both the associations decided to form a combined Association.

The General Body meeting of the combined Association was held on 07.08.09, to elect its new office bearers and adopt the Bye-laws. A copy of the minutes of the said meeting containing the names of the newly elected Office bearers is enclosed for your reference. The newly elected Office bearers met the senior Officers in the department to apprise them of these developments. They welcomed the development and assured their co-operation in resolving all pending issues. While doing so, they stressed the need for affiliation of the association with the All India Federation and also its recognition.

At present the Federation is unable to get recognition from Ministry, as it is yet to meet the requirement of enrolment of minimum number of Officers of the cadre as its members. The Association has to fulfill its obligation in ensuring maximum enrolment and enable the federation to achieve this goal. Therefore there is an urgent need for enrolment of Officers belonging to the cadre as members and also contribute monthly subscription, by way of deduction from salary.

As recorded in the minutes of the meeting, the CEC has to nominate a Joint secretary in respect of each commissionerate outside Bangalore, in consultation with the members of the respective Commissionerates. This can be done only after ensuring enrolment of Officers from these commissionerates as its Members. Therefore, I would urge you to call upon all the Officers of the cadre to enroll themselves as members by submitting the authorisation forms for deduction of monthly subscriptions (copy of authorization enclosed).

The authorizations so received may please be forwarded to the undersigned, which will be returned for recovery of subscriptions after following the due procedure for enrolment of members. It is requested that an amount of Rs.20/- (Rupees Twenty only), may please be deducted from the salary of these Officers/members with effect from the month of August-09, who enroll themselves as members. The total amount so deducted may then be forwarded to the undersigned by way of crossed cheque/DD drawn in favour of “The Karnataka Central Excise, Customs, Service Tax & LTU Ministerial Officers Association”, every month.

On behalf of the Association, I assure you that necessary steps will be taken and references would be made to the concerned authorities directly or through the federation for resolving of all issues affecting the cadre. In this regard, I solicit the unstinted support of every member as it is essential for the association to discharge its duty, and fulfill their aspirations.
