MINUTES OF THE GENERAL BODY MEETING OF THE MINISTERIAL OFFICERS ASSOCIATION HELD ON 07.08.09, AT BANGALORE

The General Body Meeting of the Ministerial Officers Association was held in the Conference Hall of the C.R. Buildings, Queens Road, Bangalore on 07.08.09 @ 18.00 hrs. The members were introduced to the gathering by Smt. T.V.Rajalakshmi, AO, Hqrs., Bangalore.

The meeting commenced with invocation by Smt. Saraswathi Raman, AO, Central Excise, Bangalore –III Comm’te, Bangalore. Shri. Rahul, K, STA, Central Excise, Bangalore –I Commissionerate, welcomed the gathering. Shri.Khumeerulla Khan, STA, Central Excise, Bangalore –I, was requested to chair the meeting as the Ad-hoc President and he consented to do so. Shri. D.V. Narayana Rao, AO, Central Excise, Mangalore presented the status report of the Ministerial Supervisory Officers Association while Shri.M.Chokkalingam, TA presented the report on behalf of the Ministerial Officers Association. Many members formally joined the association by submitting the subscription forms. Thereafter, the General Body proceeded to elect/nominate the Office bearers of the combined Association.

The chairman, then appointed Smt. G.Rajalakshmi, Chief Accounts Officer, Central Excise, Bangalore –III Commissionerate and Shri. Venkataraya Raju, Administrative Officer, Service Tax Commissionerate, as Returning Officer/ observer to conduct/oversee the election/nomination of the Office Bearers of the combined association. The following officers/members were elected / nominated to their respective posts by voice vote.

1. President – Smt. T.V. Rajalakshmi, AO, Customs, Hqrs., Bangalore
2. Vice-President – Shri. Rahul, K, STA, C.Ex., Hqrs., Bangalore –I
3. General Secretary – Shri. M.Chokkalingam, TA. C.Ex., Hqrs., Bangalore –I
4. Treasurer – Shri. U.Manjunath Holla, AO, C.Ex., Hqrs., Bangalore –I

The House then proceeded to elect the Joint Secretaries in respect of each commissionerate. The following members were nominated / elected for their respective posts.

Joint Secretary for

1. Bangalore-I – Shri. Absi, S.S, STA, CCO, Bangalore
2. Bangalore –II – Shri. Jayakumar, STA, Hqrs., Bangalore –II
3. Bangalore –III – Shri. C.V.R. Reddy, TA, Hqrs., Bangalore –III
4. Customs, B’lore – Shri. Syed Sadiqullah, DOS, , Hqrs., Bangalore

Since there were not enough representatives available from commissionerates located outside Bangalore, it was decided that the representatives from these commissionerates will be elected/nominated by the CEC in consultation with the members of the commissionerates and inform the General Body accordingly.

Thereafter the Bye-laws of the combined association were presented by Shri.U.Manjunath Holla, AO, C.Ex., Bangalore-I, for discussion and adoption by the House. The Officers in the Official Language stream (JHT/SHT/Hindi Typing clerk) requested that they also be included as members of the association. Further it was also suggested that efforts should be taken to include all the non-uniformed officers (Havaldars, Head Havaldars, who are now re-designated as Group –C non-ministerial cadre) of the department in the Association. After deliberations it was decided that the suggestions should be examined by the CEC in consultation with procedure followed in other zones and the outcome of the same should be informed to the members, in order to take a final decision in the matter. The House then unanimously adopted the bye-laws of the combined Ministerial Officers Association.

Thereafter the Chairman of the meeting, Shri.Khumeerulla Khan, congratulated the newly elected Office Bearers and introduced them to the House. The newly elected President and General Secretary addressed the gathering regarding the tasks that lie ahead, and sought the co-operation of all the members to achieve the task the association has set out for itself apart from fulfilling the demands of its members.

The meeting then concluded with a vote of thanks to the Chair and the House by the newly elected vice-president, Shri.K.Rahul.
