AIB's letter to Board reg. insertion of Protection/Retention Clause in the EA RRs

Hard work betrays none

The team at AIB has been working very hard to insert protection/retention clause ("retention of existing eligibility criteria") in the Recruitment Rules in the grade of Executive Assistant to protect the interests of the Ministerial officers who have been deprived of the promotional aspects. 

It has been learnt that DOPT returned the proposal with an observation that "protection clause is not applicable as the RRs for the post of EA was framed first time in 2015 and the earlier promotional and feeder grade are not on the same footing."

In this regard, after many rounds of drafting and redrafting, a letter dated 16-09-2020 was sent to the Hon'ble Chairman, CBIC, clarifying our Association's stance regarding this issue. 


Further, Com. Chitrasain Garg, Secretary-General, AIB, also apprised the team about the following developments: 

1. Appointment with Member (P&V) - Member (P&V) office is aware of this association letter for a virtual appointment and the letter has been acknowledged. Discussion in this regard is underway and a decision shall be taken soon. 

2. Appointment with JS (Admin) - A brief telephonic conversation was held between the Secretary-General and JS (Admin) on 16-09-2020 in which the matter of Protection/Retention clause was discussed. It was assured by the JS (Admin) that efforts are being undertaken to consult DOPT relating to any doubts or queries. Since the ongoing pandemic has meant that there's a shortage of staff in both offices, there has been some delay in making deliberations on the issue. However, she responded positively directing us to send relevant documents through e-mail. Further, she assured us that an in-depth discussion shall be done by her to study the file and a meeting with AIB may take place within a fortnight for necessary action. 

3. Keeping TA as feeder cadre for promotion to the grade of Inspectors - A discussion was also held by our Secretary-General with the JS (Admin). She responded by saying that Board is in talks to bring back the feeder cadre of TA as suggested by many stakeholders.
