DEMANDS OF THE ASSOCIATION ON RESTRUCTURING

After the meeting at Delhi, the Secretary General has now communicated the demands submitted to the DG (HRD), CBEC, on behalf of the All India Association. The same is reproduced herewith for your information. The Secretary General has also invited comments/suggestions if any from the Members, which may kindly be mailed directly to him or to the undersigned.

MESSAGE FROM THE ALL INDIA ASSOCIATION

CIRCULAR

Dear Comrades,

The Office bearers of the Association had met Shri. M.S. Arora, ADG (HRM), of CBEC, to discuss the cadre restructuring proposal on the 8th of April, 2010 at New Delhi. On behalf of the Association, a written list of demands, alongwith detailed justifications have been submitted to the ADG. The demands in brief are as under:-

1. To set right the imbalances that had crept in due to the Cadre Review of 2001, by removing the stagnation in the cadre of Administrative Officers and increasing the posts in the grade of CAO (Chief Accounts Officer/Chief Administrative Officer) – One post of Chief Administrative Officer for each of the Chief Commissioner’s office.

2. Upgrade the existing posts of Deputy Office Superintendent to Examiner.

3. Deployment of Senior Tax Assistant in the Field offices.

4. Increase in the quota of promotion to the grade of Inspector to 66.66%.

5. Increase in the quota of promotion to the grade of Tax Assistant to a minimum of 25%.

6. One-time relaxation for filling up all the existing vacancies and the posts created consequent upon cadre restructuring by 100% promotion.

7. Granting 5 years relaxation in the qualifying service (instead of 10 years as per clause 12 (c) of existing RRs) in respect of Tax Assistants for promotion to the grade of Inspectors.

8. A time bound promotions scheme may be introduced.

The ADG gave us a patient hearing and assured us that all the demands would be given due consideration. It was further informed that the detailed proposal of restrucuturing is expected to be completed by 15th of May-2010.


ADDITIONAL DEMANDS:-

Subsequent to the submission of the above proposals/demands, it was felt that the demand of time bound promotions mentioned at Point .8 above, needs to be stressed with a clear road map. Hence, it has now been proposed to create two new posts [Sr. Chief Accounts Officer/Sr. Chief Administrative Officer with GP of Rs.6600/- & Sr. Administrative officer- with GP of Rs.4800/-]. With creation of these Additional posts, the structure of Ministerial hierarchy has been proposed as under:-

1. Tax Assistant - GP Rs.2400/- in PB -2
2. Senior Tax Assistant - GP Rs.4200/- in PB-2
3. AO/ACAO/Examiner - GP Rs.4600/- in PB-2
4. Sr. Administrative Officer - GP Rs.4800/- in PB-2
5. Chief Accounts Officer/
Chief Administrative Officer - GP Rs.5400/- in PB -3
6. Sr. Chief Accounts Officer/
Sr. Chief Administrative Officer - GP Rs.6600/- in PB -3.

The members are requested to send their proposals, comments/fruitful suggestions, if any, for taking up the same with appropriate authorities immediately. Assuring one and all that all the above proposals will be pursued vigorously, I remain.
